Why can't it be as simple as having one system that covers all and lets people get immediate attention with no paper work? What do other countries that already have universal systems do?
Also, an option to alleviate the misuse of emergency rooms in the US may be to have quality walk-in clinics scattered all over the cities as in Canada where no paper work is required since it is part of its universal health care system. The clinics are usually shared with other doctors and may contain other quality services within the clinics. New Doctors who practice in these walk-in clinics usually find patients for their future private practices.
